摘　　要：作为新时代一个具有原创性意义的重要论述,“坚持政治安全、人民安全、国家利益至上有机统一”有着深厚的理论内涵和时代意蕴,构成总体国家安全观精髓要义的重要内容。在时代话语体系中,政治安全、人民安全和国家利益至上分别被定位为国家安全之“根本”“宗旨”和“准则”。三者既各有其独特的内涵与定位,又不可分割、相辅相成、相互贯通。在新时代新征程上,坚定不移贯彻总体国家安全观,准确把握政治安全、人民安全、国家利益至上的内涵要义及其相互关系,发挥三者各自的效能,将它们有机统一于国家安全现代化,为不断开创国家安全和社会稳定新局面指明了方向。We must adhere to political security,people’s security and national interests first at the same time,which is an important discussion of original significance in the new era with a profound theoretical connotation and the meaning of the times,serving as an essential content of the holistic approach to national security.In the discourse system of the times,political security,people’s security and national interests first are respectively positioned as the foundation,purpose and principle of national security.Each of the three has its own unique connotation and positioning,and they are inseparable,complementary and interconnected.In the new journey of the new era,we will unswervingly implement the holistic approach to national security.While accurately grasping the connotation of political security,people’s security,national interests first and their mutual relations,and giving full play to the different roles and functions of the three,it is needed to organically unify the three in the modernization of national security,which points the way for maintaining national security and social stability.
