共同富裕进程中民族地区财政支出效率研究

摘　　要：民族地区是中国推动共同富裕的关键区域,财政支出作为调控地方资源配置的制度安排和国家治理的重要手段,对共同富裕的推进具有重要影响。通过新结构经济学的理论框架分析,结合时序全局主成分分析法(GPCA)和数据包络分析法(DEA),构建多维度、系统性的评价指标体系,并考虑财政支出效率影响,探析民族地区推动共同富裕进程中的比较优势和现实差距。研究表明,现阶段民族地区的发展性维度较低,说明推动共同富裕的主要矛盾是发展不充分不平衡的“富裕”问题;财政支出规模效率低于纯技术效率,说明财政资金的规模投入仍然不足。民族地区应通过提升社会生产效率、优化财政资源配置、发挥区域比较优势,提升民生福祉,满足人民对美好生活的需要。Since ethnic areas are the key areas to promote common prosperity in China,the financial expenditure of these areas,as an institutional arrangement for regulating local resource allocation and a crucial means of national governance,has a significant impact on the promotion of common prosperity.Through combining the time-series global principal component analysis(GPCA)and data envelopment analysis(DEA)and analyzing the theoretical framework of new structural economics,this essay establishes a multi-dimensional and systematic evaluation index system and takes the influence of the efficiency of financial expenditure into account to explore the comparative advantages and the reality gaps of the ethnic areas in the process of common prosperity.It is found that at present,ethnic areas are showing relatively low developmental dimension,which indicates that the major contradiction in promoting common prosperity lies in the insufficient and unbalanced development of“prosperity”;the scale efficiency of financial expenditure is lower than the pure technical efficiency,which indicates insufficient input scale of financial funds.Ethnic areas should improve people's well-being and livelihoods and meet their needs for a better life by enhancing the efficiency of social production,optimizing the allocation of financial resources and giving full play to regional comparative advantages.
