摘  要:全国碳排放权交易市场于2021年7月16日正式启动上线交易,至今运行已满三周年。经过3年的建设运行,全国碳市场制度体系逐步健全并在实践中不断优化,交易价格稳中有升,交易规模逐步扩大,已圆满完成两个履约周期,履约完成情况较好,数据质量明显提升,推动温室气体减排效果逐步显现。但目前全国碳市场仍处于起步阶段,存在市场活跃度有待进一步提升、交易量分布集中度较高、惜售现象明显等问题。建议科学规划未来一段时期全国碳市场的发展目标和建设思路,有效引导市场预期;丰富交易主体类型和交易品种,提升市场活跃度;逐步引入配额有偿分配机制,更好地发挥碳市场有效配置资源的作用。The national carbon emission trading market officially launched online trading on July 16,2021,and has now reached its third anniversary of operation.Over the past three years,the national carbon market system has gradually been established and continuously optimized in practice.The price of carbon emission allowances is stable with an upward trend and the trading scale is gradually increasing with successful two implementation periods.It completed with good performance and significant improvements in data quality,gradually demonstrating the effect of the carbon market in promoting greenhouse gas emissions reduction.However,the national carbon market is still in its infancy,with such problems as low market activity,high concentration of trading volume distribution,and it's very clear that there’s a lot of sellers are holding back on sales.It is recommended to scientifically plan the development goals and construction ideas of the national carbon market in the future to effectively guide market expectations,enrich trading entities and trading varieties,enhance market activity,and gradually introduce the mechanism of compensated allocation of quotas,so as to better play the role of the carbon market in effectively allocating resources.
