摘 要:公办教育与民办教育密切相关:若公办教育资源不足,民办学校将大量产生,主要发挥补充功能;若政府提供了充足的公办教育资源,补充型民办学校将逐步退出,民办学校主要发挥选择功能;无论是补充型民办学校还是选择型民办学校,其与公办学校的协调发展都对教育公平有正向促进作用。公办与民办教育的关系具有三个方面的政策意蕴。第一,按照常住人口就学需求及未来发展趋势增加公办教育资源,引导补充型民办学校有序退出;第二,引导民办学校提高质量、培育特色,鼓励选择型民办学校健康发展,满足学生的多样化教育需求;第三,引导民办学校与公办学校错位竞争,防止民办教育无序发展损害教育公平,维护健康的教育生态系统。Public and private education are closely related:if public education resources are insufficient,a large number of private schools will emerge,primarily playing a supplementary role;if the government provides sufficient public education resources,supplementary private schools will gradually withdraw,and private schools will mainly serve a selection function.whether it is supplementary or selective,the coordinated development of private schools and public schools will have a positive effect on educational equity.The relationships between public and private education has three policy implications.First,increase public education resources according to the educational needs of the resident population and future development trends,guiding supplementary private schools to exit in an orderly manner.Second,guide private schools to improve quality,cultivate distinctive features,and encourage the healthy development of selective private schools to meet students'diverse educational needs.Third,guide private schools to engage in differentiated competition with public schools,preventing disorderly development of private education that harms educational equity and maintaining a healthy educational ecosystem.
