藏传佛教中国化进程中宗教事务法治化探究

摘　　要：法治作为党治国理政的基本方式,为新时代推进藏传佛教中国化提供了重要路径和根本指引。2021年12月,习近平在全国宗教工作会议上指出,“要坚持我国宗教中国化方向,提高宗教事务治理法治化水平”。2024年7月,党的二十届三中全会《决定》再度强调,“系统推进我国宗教中国化,加强宗教事务治理法治化”。这一论述不仅指明了藏传佛教中国化的关键,也为新时代藏传佛教治理确立了根本原则,凸显了法治在藏传佛教中国化中的地位。本文通过对藏传佛教基层事务法治化的实践价值、重要经验、优化路径等的多维探讨,以期助力新时代藏传佛教中国化进程。The rule of law,as a basic way for the Party to govern the country,provides an important path and fundamental guidance for promoting the Sinicization of Tibetan Buddhism in the new era.In December 2021,Xi Jinping pointed out at the National Conference on Religious Work that"we must adhere to the direction of Chinese religion and improve the rule of law in the governance of religious affairs."In July 2024,the"Decision"of the Third Plenary Session of the 20th CPC Central Committee once again emphasized that"systematically promote the Sinicization of religion in China and strengthen the rule of law in the governance of religious affairs."This argument not only points out the key to the Sinicization of Tibetan Buddhism,but also establishes the fundamental principles for the governance of Tibetan Buddhism in the new era,and highlights the status of the rule of law in the Sinicization of Tibetan Buddhism.This paper discusses the practical value,important experience and optimization path of legalization of Tibetan Buddhism at the grassroots level,in order to help the process of Sinicization of Tibetan Buddhism in the new era.
