摘　　要：民生问题关系人民幸福,是社会建设的兜底性、基础性问题。随着经济社会的发展,我国的民生保障水平得到很大提高,在扎实推进共同富裕背景下,民生保障水平需要进一步提升,以满足人民群众对美好生活的向往。智慧城市建设在促进城市可持续发展的同时,凭借智慧教育、智慧医疗、智慧就业和智慧养老,改善了民生保障水平。智慧城市建设遵循以人民为中心的价值导向,依托政策保障对民生需求有效回应,通过运用新一代信息技术实现治理工具创新,通过公共服务的均等高效配置彰显治理效能。智慧城市建设提升民生保障水平的路径优化举措包括:坚持智慧城市建设提升民生保障水平的价值导向,发挥智慧城市建设提升民生保障水平的政策效应,促进智慧城市建设提升民生保障水平的技术创新,确保智慧城市建设提升民生保障水平的效能产出。Livelihood issues are closely related to people's happiness and are the fundamental and safety-net issues in social construction.With the development of the economy and society,the level of livelihood security in our country has been greatly improved.In the context of steadily advancing common prosperity,there is a need for further enhancement of livelihood security to meet the people's aspirations for a better life.Smart city construction,while promoting sustainable urban development,has improved livelihood security through smart education,smart healthcare,smart employment,and smart elderly care.Smart city construction adheres to a people-centered value orientation,relies on policy guarantees to effectively respond to livelihood needs,and achieves innovation in governance tools through the use of new generation information technology,demonstrating governance effectiveness through the equitable and efficient allocation of public services.Measures to optimize the path for enhancing livelihood security through smart city construction include:adhering to the people-centered value orientation of smart city construction,leveraging policy effects,promoting technological innovation,and ensuring effective governance outcomes.
