摘 要:我国在构建公益普惠的学前教育公共服务体系进程中,成效显著。同时,学前教育发展不平衡不充分的矛盾依然较为突出,财政投入的充足性和公平性尤其受到关注。选取H省X县79所普惠性幼儿园,分别从横向公平和纵向公平角度分析2016-2020年学前教育财政投入的公平状况。结果显示,普惠性幼儿园园所间生均财政拨款的差异不断增大。相对而言,公办园园所间生均财政拨款的差异更大;而针对家庭经济困难儿童,在公办园中会得到更多的资助机会。建议合理制定学前教育生均经费拨款标准;有效保障学前教育弱势群体的财政支持;不断完善普惠性幼儿园财政投入机制。In the process of building a public service system with common good for preschool education in China,remarkable results have been achieved,while the contradiction of unbalanced and insufficient development of early childhood education is still prominent,and the adequacy and equity of financial investment have attracted special attention.A total of 79 Puhui kindergartens(i.e.kindergartens with popularized and common good,PhKs)of early childhood education in X county of H province were selected to analyze the equity of financial investment between 2016 to 2020 from the perspectives of horizontal equity and vertical equity.The results showed that the difference in financial allocation per child between Puhui kindergartens continued to increase,and relatively speaking,the difference in financial allocation per child among public kindergartens was greater than among Puhui private kindergartens.For children from economically disadvantaged families,there will be more funding opportunities in public kindergartens.It is suggested that the financial allocation standard per child should be reasonably formulated;effectively guarantee financial support for disadvantaged children;continuously improve the financial investment mechanism of Puhui kindergartens.
