摘　　要：基于农村生活垃圾第三方治理的理论逻辑探讨,采用案例比较研究方法,对比剖析不同区域的农村生活垃圾第三方治理实践模式,归纳当前农村生活垃圾第三方治理的现实困境,进一步探究提升农村生活垃圾第三方治理效能的发展路径。结果表明:当前农村生活垃圾第三方治理以政企合作为主,容易忽视农户与农村环保社会组织等社会力量参与的重要性;实践中,农村生活垃圾第三方治理存在法规制度不健全、治理主体参与动力不足、治理资金供给不足和协同互动不充分等多重阻碍。据此,建议农村生活垃圾第三方治理从多元共治视角出发,健全制度保障机制、创新主体参与机制、完善投资收益保障机制和构建协同共治机制,以切实改善农村人居环境。Based on a discussion of the theoretical logic of the third-party governance of rural household waste,the research method of case comparison was adopted to compare and analyze the practical models of the third-party governance of rural household waste in different regions,summarize the current difficulties confronting the practice of the third-party governance of rural household waste,and explore the development path to improve the efficiency of the third-party governance of rural household waste.The results show that currently,the third-party governance of rural household waste in China is mainly based on the cooperation between government and enterprises while the importance of the participation of social forces such as farmers and rural environmental protection social organizations is ignored.In practice,such governance is faced with many obstacles including imperfect laws and regulations,insufficient motivation for governance subjects to participate,insufficient supply of governance funds and insufficient coordination and interaction.Therefore,it is suggested that the system guarantee mechanism be improved,the subject participation and the investment income security mechanism be innovated,and a cooperative co-governance mechanism be built in order to effectively improve the rural living environment from the perspective of multi-governance.
