摘　　要：共同富裕是中国特色社会主义的本质要求。新型农村集体经济促进农民共同富裕的理论逻辑在于,以其公有制性质提供根本保障、通过包容性发展打牢坚实基础、借助新质生产力注入驱动力量。实践表明,系列法律法规以及《农村集体经济组织法》的颁布并即将实施为发展壮大新型农村集体经济、促进农民共同富裕提供了强有力的制度保障。江西案例提供了三条路径参考:一是以特色农业、生态旅游、“三产”融合等为主线的产业发展型路径;二是以资源开发、物业经营、宅改赋能等为主线的资源盘活型路径;三是以资本运营、基金运作、“飞地”抱团等为主线的资金运作型路径。为进一步发挥新型农村集体经济的共富作用,必须坚持“一个内核”与“三条底线”,继续强化政策引导和市场支持。Common prosperity is the essential requirement of socialism with Chinese characteristics.The theoretical logic of promoting common prosperity for farmers through the new rural collective economy lies in providing fundamental guarantees based on its public ownership nature,laying a solid foundation through its inclusive development,and injecting driving forces through new quality productive forces.In practice,a series of regulations and policies,as well as the promulgation and upcoming implementation of the Law on Rural Collective Economic Organizations,provide strong institutional guarantees for the development and growth of the new rural collective economy and the promotion of common prosperity for farmers.The experience from Jiangxi cases provides three paths for reference:first,an industrial development path centered on characteristic agriculture,ecotourism,and the integration of three industries(agriculture,industry and service industry);second,a resource revitalization path centered on resource development,property management,and empowerment through the rural homestead reform;third,a financial operation oriented path centered on capital operation,fund management,and cooperation between strong economy and weak economy.To further promote the effect of the new rural collective economy on common prosperity,it is necessary to adhere to the principle of one core and three bottom lines,while continuing to strengthen policy guidance and market support.
