创意人才跨城市流动的影响因素分析

摘　　要：文章依据国家卫生健康委员会开展的《全国流动人口卫生计生动态监测调查(2017年)》数据和我国地级城市舒适物数据,重点考察城市舒适物对创意人才的吸引力及作用机制。研究结果显示,除了经济机会,创意人才选择流向某个城市,也是为了享受该城市提供的与其生活质量息息相关的舒适物,如自然环境、文化设施和创新氛围等。同时,研究发现社会宽容度较高的城市对创意人才也具有吸引力。创意人才的流动行为存在异质性,其流动决策和偏好与其所处的家庭生命周期相关。城市舒适物建设虽然可以提升对创意人才的吸引力,但其效用有限。因此,政策制定者不能高估城市舒适物建设的引才效用,而应将社会宽容度也作为城市吸引力的重要考量指标,并对创意人才进行分类管理。Based on the data from the“National Dynamic Monitoring Survey on Health and Family Planning of Floating Population(2017)”conducted by the National Health Commission and the amenity data of prefecture-level cities in China,this paper focuses on examining the attractiveness and acting mechanism of urban amenities to creative talents.As shown by the research results,in addition to economic opportunities,creative talents choose toflow to a certain city in order to enjoy the amenities that the city provides and that are closely related to their quality of life,such as natural environment,cultural facilities,and innovative atmosphere.Meanwhile,research has found that cities with higher social tolerance are also attractive to creative talents.Theflow behavior of creative talents exhibits heterogeneity,and their decisions on and preferences to flow are related to their family life cycle.Although the construction of urban amenities can enhance the attractiveness to creative talents,its effectiveness is limited.Therefore,policy makers should not overestimate the talent attraction effect of construction of urban amenities,but should also consider social tolerance as an important factor in urban attractiveness,and classify and manage creative talents.
