海警机构侦查员胜任力研究方法综述

摘　　要：作为经历转型重塑的海上执法机构,海警机构对侦查员岗位胜任力的研究需求较为迫切。通过文献分析法探讨了海警机构侦查员胜任力,将其界定为与刑事诉讼活动绩效相关、可发展且可测量的个体特征,涵盖知识、技能、自我概念、态度、价值观、特质和动机。经过比较经典胜任力模型,确定洋葱模型更适合海警机构侦查员胜任力研究;分析国内外研究方法,认为文献分析法和半结构化访谈法适合应用于海警机构侦查员胜任力研究。综述表明,现有研究缺乏对海警机构侦查员胜任力的针对性研究和量化分析,多聚焦于机构整体。建议未来研究应兼顾显性和隐性特征,结合定性与定量方法,明确胜任力与能力、素质的关系,并着重探讨动机、价值观、自我概念等隐性特征,以全面提升海警机构侦查员胜任力研究的深度和广度。As a maritime law enforcement agency that has undergone transformation and remodeling,the maritime police agency has a rather urgent need for research on the job competency of investigators.The competency of investigators in the maritime police agency was explored through the literature analysis method,and it was defined as the individual characteristics that are related to the performance of criminal litigation activities,developable and measurable,covering knowledge,skills,self-concept,attitude,values,traits and motivation.After comparing the classic competency models,it was determined that the Onion Model is more suitable for the research on the competency of investigators in the maritime police agency;by analyzing he research methods at home and abroad,it is believed that the literature analysis method and the semi-structured interview method are applicable to the research on the competency of investigators in the maritime police agency.The review indicates a lack of targeted research and quantitative analysis on the competency of investigators in the maritime police agency,with most focuses on the agency as a whole.It is recommended that future research should consider both explicit and implicit characteristics,combine qualitative and quantitative methods,clarify the relationship between competency,capacity,and quality,and emphasize the exploration of implicit features such as motivation,values,and self-concept,so as to comprehensively enhance the depth and breadth of the research on the competency of investigators in the maritime police agency.
