政策工具视角下我国“5+3”一体化医学人才培养的政策分析

摘  要:目的:从政策工具视角分析国家层面“5+3”一体化人才培养政策的演变,探讨各维度之间的使用偏好。方法:选取2009年以来国家层面颁布的36份有关于“5+3”一体化人才培养相关政策进行量化分析,构建“政策工具-执行过程-政策力度”三维框架,借助NVivo12质性分析软件,对我国“5+3”一体化人才培养政策文本进行内容分析。结果:纳入分析的36份政策文本共形成455条政策文本编码,在政策工具维度下,能力建设型、权威型、象征和劝诫型、激励型和学习型工具分别占比最多;在执行过程维度下,执行结构、政策执行、执行结果分别占比最多;在执行力度维度下,政策提出时期均分最高。结论:在“5+3”一体化人才培养推进过程中,政策不断优化,但政策工具内部结构不平衡,执行过程注重顶层设计,政策力度不协调;建议优化政策工具间结构,加强执行和结果导向,协调各部门的交互合作。Objective To analyze the evolution of the"5+3"integrated talent cultivation policy at the national level from the perspective of policy tools,explore the usage preferences among various dimensions.Method Selects 36 national policies related to"5+3"integrated talent cultivation that have been issued since 2009 for quantitative analysis.A three-dimensional framework of"policy tools implementation process policy strength"is constructed,and NVivo12 qualitative analysis software is used to analyze the content of China's"5+3"integrated talent cultivation policy text.Result A total of 455 policy text codes were formed from the 36 policy texts included in the analysis.Under the policy tool dimension,capacity building,authoritative,symbolic and dissuasive,motivational,and learning tools accounted for the highest proportion,respectively;In the dimension of execution process,execution structure,policy execution,and execution results account for the highest proportion respectively;Under the dimension of implementation intensity,the highest average score during the policy proposal period.Conclusion In the promotion of the"5+3"integrated talent cultivation,policies are constantly being optimized,but the internal structure of policy tools are imbalanced,the execution process focuses on top-level design,and the policy strength are not coordinated;Suggest optimizing the structure of policy tools,strengthening implementation and result orientation,and coordinating interaction and cooperation among departments.
