发挥高校二级党组织在院系治理中的领导作用

摘　　要：院系是高校二级管理实体,是高校治理体系和治理能力现代化的重要组成部分。要想推进院系有效治理,必须科学把握高校二级党组织在院系治理中的领导作用。当前,高校二级党组织在院系治理中发挥领导作用面临体制性困境和发展性困境,需要处理好党建引领与行政治理的互动关系、行政治理与学术治理的辩证关系、民主协商与民主监督的协调关系。就机制体系而言,高校二级党组织在院系治理中发挥领导作用,应当因地制宜构建党委领导下的基层院系治理结构、科学建立“领导、决策、监督、执行”四位一体的治理机制以及建立并实施标准化的评价考核体系等。因此,高校二级党组织领导院系治理体系与治理能力现代化,需要理顺高校二级党组织领导与院系治理的关系、建立高校二级党组织领导体制及其有效运行的机制以及落实高校二级党组织优势转化为治理优势的成效。As the second-level management entity of universities,faculties and departments play the backbone role in the construction of world-class universities with Chinese characteristics,and are an important part of the modern university governance system and governance modernization.The key to improve the governance level of colleges and departments is to build the second-level party organization into a strong fighting fortress to realize the leadership of the party.It is necessary to focus on the dilemma of the leadership role of second-level party organizations in the governance of colleges and departments,build a mechanism system for their leadership role in the governance of colleges and departments,realize the division of labor and cooperation between the party and the government with the deep integration of the party and the government,and ultimately lead high-quality governance of colleges and departments with high-quality grassroots party building,laying a solid foundation for the construction of a modern university governance system.It will play a positive role in promoting the modernization of university governance system and governance capacity.
