摘 要:学科会聚是高校战略科技力量形成的必然要求,是支持集成攻关的大科学体系、实现国家重大战略需求的必由之路。以学科会聚推进高校战略科技力量形成的制度障碍主要表现在:单一“学校—学院—学科”组织结构无法推进学科会聚;基于学院的科研管理与组织模式无法有效开展多主体联合集成攻关项目研究;强调论文发表的学术评价制度不利于学科会聚。因此,应重构以学科会聚推进高校战略科技力量形成的制度,在顶层设计上实现从聚焦学科建设到关切重大问题的理念转变;在组织变革上构建以学院、学科会聚平台为基础的二维矩阵结构;在管理模式上实行以绩效合同管理方式为牵引的运行机制;在评价制度上完善以解决重大战略问题为指向的学术评价体系。Discipline convergence is an inevitable requirement for the formation of strategic scientific and technological forces in universities,and it is the only way to support the big science system of integrated research and achieve major national strategic needs.The main institutional obstacles to promote the formation of strategic scientific and technological forces in universities through discipline convergence are that a single“school-college-discipline”organizational structure cannot promote discipline convergence,that the college-based scientific research management and organizational model cannot effectively carry out multi-agent joint integrated research projects,and that academic evaluation systems that emphasize publication are not conducive to discipline convergence.Therefore,it is necessary to reconstruct the system of promoting the formation of strategic scientific and technological forces in universities through discipline convergence,to achieve a conceptual shift from focusing on discipline construction to focus on major issues in top-level design,to construct a two-dimensional matrix structure based on the convergence platform of colleges and disciplines in the organizational change,to implement an operational mechanism led by performance contract management in the management mode and to improve the academic evaluation system aimed at solving major strategic issues in the evaluation system.
