摘  要:高水平科技自立自强离不开战略科技人才的自主培养,我国现有青年战略科技人才培养体系的整体培养效能尚不能满足国家需要。优化青年战略科技人才培养体系需要强化政府、大学与科研机构、企业等多元主体的协同参与。当前各参与主体不足表现在:政策设计与制定环节跨部门协同不足,科技人才成长开发环节企业有效参与缺失,大学人才培养阶段学科、专业间协作程度较低。为提高体系的培养效能,应以促进多元主体协同协作为目标,综合运用学术竞争、政策牵引、市场选择等多种机制,强化培养体系的全局性、整体性、协作性以及开放性。Currently,the overall training efficacy of China's system for cultivating young strategic scientific talents falls short of national expectations.To optimize the cultivation system of young strategic scientific talents,it is imperative to strengthen the collaborative participation of diverse entities such as governments,universities,research institutions,and enterprises.Present inadequacies among these participating entities include:the insufficient cross-sectoral synergies in policy design and formulation,the lack of effective enterprise participation in the phase of scientific talent growth and development,and the low degree of collaboration between disciplines and specialties during the university stage of talent cultivation.To enhance the system's training efficacy,it is essential to employ a combination of mechanisms including academic competition,policy traction,and market selection,aimed at promoting multidimensional collaboration,to strengthen the global,holistic,collaborative,and open nature of the training system.
