京津冀高校联盟治理的结构特征及优化策略

摘　　要：京津冀高校联盟协同治理是京津冀高等教育强区域乃至高等教育强国建设的战略选择。运用多学科的理论视角审视和优化高校联盟治理,有助于丰富高等教育治理理论体系,进一步指导联盟治理实践,促进区域高等教育协同。京津冀高校联盟的治理模式为政策主导型,其合作网络结构具有内部联通性较好、以工科大学和高水平大学为主、同质高校间联系紧密、呈现出“整体+小”团体的模式等特征。京津冀高校联盟治理应进一步发挥政策优势,转变治理理念,丰富治理手段,拓展联盟主体,践行校企合作并强化异质高校间的稳定关系建立。The cooperative governance of the Beijing-Tianjin-Hebei University Alliance is a strategic choice to build a strong higher education region and even a powerful higher education country.It is helpful to enrich the theoretical system of higher education governance,further guide the practice of alliance governance,and promote the cooperation of regional higher education to examine and optimize university alliance governance from a multidisciplinary theoretical perspective.The governance model of the Beijing-Tianjin-Hebei University Alliance is policy led,and its cooperation network structure has characteristics such as good internal connectivity,member are primarily engineering and high-level universities,close connections between homogeneous universities,and a“whole+small group”model.The governance of the Beijing-Tianjin-Hebei University Alliance should give full play to policy advantages,change governance concepts,enrich governance methods,expand alliance members,practice school-enterprise cooperation and strengthen the establishment of stable relationships among heterogeneous universities.
