我国平安城市建设的模型构建与模式选择——基于扎根理论的分析

摘　　要：坚持和发展新时代“枫桥经验”,推进平安市域治理是新时期建设更高水平平安中国的有力举措。党的十八大以来,我国平安城市建设取得了显著成效,但当前对于平安城市建设的治理经验缺乏清晰的归纳。基于7个城市的案例选择,运用扎根理论,归纳出了“行动方向-行动机制-行动方略”为框架的平安城市建设实践路径模型。该模型表明:治理理念和治理目标共同引领平安城市的建设行动,行动机制通过赋能与赋权为平安城市建设提供保障,行动方略则在行动方向与行动机制的共同作用下形成具体的平安城市建设行动。通过对所收集的平安城市建设文本资料作进一步分析,总结出了我国平安城市的建设模式,包括:整体性治理的科学范式、任务型目标的驱动导向、政府部门间的横向协同。研究展示了我国平安城市建设的整体逻辑过程,凸显出具有差异性的城市在平安建设过程中的侧重点,丰富了我国平安城市建设的理论与实践研究。Adhering to and further developing the“Fengqiao model”in the new era,and promoting the governance of safe cities are powerful measures to build a higher level of safe China in the new era.Since the 18th National Congress of the Communist Party of China,the construction of safe city in China has achieved remarkable results,but there is a lack of clear summary of the governance experience in safe city construction.Based on the case of 7 cities,the Grounded Theory is used to summarize the practical path model for the construction of a safe city under the framework of“action direction-action mechanism-action strategy”.The model shows that the governance concept and governance goals jointly lead the construction action of a safe city.The action mechanism provides a guarantee for the construction of a safe city through empowerment and authorization,while the action strategy forms a specific action for the construction action of a safe city under the joint action influence of direction and action mechanism.Through further analysis of the collected text materials for the construction of safe cities,the construction model of safe city in China has been summarized,including:the scientific paradigm of holistic governance,the task-driving oriented approach,and horizontal coordination between government departments.The research shows the overall logic of China’s safe city construction,highlights the focus of differentiated cities in the process of construction,thereby enriching the theoretical and practical research on the construction of safe cities in China.
