破解大党独有难题视野下的基层党组织机制创新

摘　　要：破解“大党独有难题”是学习贯彻党的二十届三中全会精神、深化党的建设制度改革的题中应有之义。当下关于这一命题在宏观层面规范性的讨论较多,而在中观特别是基于基层治理视角的微观探讨较少。建党一百多年来,中国共产党治国理政经由“党建国体制”到“党治国体制”再到“党兴国体制”的发展历程所形成的政治愿景引领、组织结构嵌套、干部人事嵌入等统合机制,对破解大党独有难题具有重要启示意义。新时代大党独有难题在基层的表征和生成原因主要体现为思想认知阈限与政治功能弱化、组织惰性与组织功能弱化、干事源动力不足与基层政治生态污化三个层面。从价值统合和扎根机制创新两个层面推进基层党组织政治功能和组织功能的提升是破解大党独有难题的可行路径。To solve the“big party unique problem”is to study and implement the spirit of the Third Plenary Session of the 20th CPC Central Committee and deepen the reform of the party's construction system.At present,there are more discussions on the standardization of this proposition at the macro level,and less discussions on the perspective of grass-roots political party governance at the medium level.In the more than 100 years since the founding of the Communist Party of China,the rooted and integrated mechanisms formed in the development process from“Party founding”,“Party governance”to“Party rejuvenating the country”,such as the guidance of political vision,the nesting of organizational structure,and the embedding of cadres and personnel have important implications for solving the unique problems of large parties.The characteristics and causes of the unique problems of the big party in the new era at the grassroots level are mainly embodied in three levels:ideological and cognitive threshold and political function weakening,organizational inertia and organizational function weakening,lack of official power and grassroots political ecological pollution.Promoting the political function and organizational function of grass-roots party organizations from the two levels of value integration and rooted mechanism innovation is a feasible way to solve the unique problems of big parties.
