基于高阶思维培养的公共管理类研究生课程教学改革实践

摘　　要：新文科背景下,提高和激发学习者高阶思维的养成已成为高等教育关注的焦点。当前公共管理硕士课堂教学普遍存在重知识传授轻思维技能塑造、课堂被动沉默缺互动、评估单一缺能力测评等问题,为解决上述问题,该文以公共管理硕士研究生核心课程公共管理学为例,进行教学内容、教学模式和评价反馈机制的改革实践及动态调整,构建旨在培养学生高阶思维和核心素养的教学新模式。教学实践表明,该新模式教学效果显著,具有较高的推广应用价值,为公共管理类研究生的课堂教学改革提供重要的参考和借鉴。In the context of the new liberal arts,enhancing and stimulating the development of higher-order thinking in learners has become a focal point in higher education.Current issues in Master of Public Administration(MPA)classrooms include an emphasis on knowledge transmission over the cultivation of thinking skills,passive and silent classroom interactions,and a lack of diverse assessment methods to measure competencies.To address these issues,this paper uses the core course"Public Administration"for MPA students as a case study,implementing reforms and dynamic adjustments in teaching content,models,and feedback mechanisms.A new multimodal whole-process teaching model has been developed,aimed at fostering students'higher-order thinking and core competencies.The research results indicate that this new teaching model is effective and has significant potential for broader application,providing important references for classroom teaching reform in public administration programs.
