基于高分三号雷达影像的洪水淹没监测及影响评估——以北江2024年2号洪水为例

摘  要:该文基于北江流域2024年2号洪水发生前后的4景高分三号雷达影像数据,采用单阈值法提取6处重点区域高精度水体范围,并利用多时相变化检测方法提取洪水淹没范围,结合主要江河水文站点雨水情监测数据,动态分析洪水淹没情况,并利用全国自然灾害风险普查承灾体公里格网数据进行洪水影响分析。结果表明,该研究提取的洪水淹没范围与水位实测数据基本吻合,清远市英德城区、波罗坑临时淹没区和潖江蓄滞洪区一带洪水淹没情况严重,人口、GDP、农作物受淹影响较大,评估结果可为洪水淹没监测和影响评估提供科学技术支撑。Based on 4 scenes of high-resolution-3 radar image data before and after the No.2 flood in the Beijiang Basin in 2024,this paper uses a single threshold method to extract high-precision water body ranges in 6 key areas,and uses a multi-temporal change detection method to extract flood inundation.Range,combined with rainwater monitoring data from major river hydrological stations,the flood inundation situation is dynamically analyzed,and flood impact is analyzed using the kilometer grid data of disaster-bearing bodies of the National Natural Disaster Risk Survey.The results show that the flood inundation range extracted in this study is basically consistent with the measured water level data.The flood inundation situation in Yingde Urban area,Boluokeng temporary inundation area and Minjiang River flood storage and detention area of Qingyuan City is serious,and the population,GDP,and crops are greatly affected by inundation.The assessment results can provide scientific and technical support for flood inundation monitoring and impact assessment.
