摘 要:基于减污降碳协同视角构建美丽中国建设绩效评估体系,采用超效率SBM模型定量分析长三角城市群2011—2021年美丽中国建设绩效的时空特征,并进一步构建Dagum基尼系数分解模型探究其空间差异来源。研究发现:(1)长三角城市群美丽中国建设绩效在研究期内总体呈波动上升趋势,且绩效值的分布趋于向高水平区间集中。(2)长三角城市群的美丽中国建设绩效的空间差异显著,总体呈现东高西低、南高北低的分布格局。南京、杭州、合肥、上海等城市群中心城市美丽中国建设绩效在研究期内的提升幅度最大,而马鞍山、铜陵等传统资源型城市在推动美丽中国建设时面临较大压力。(3)省际差异是造成长三角城市群内部美丽中国建设绩效空间分异的主要原因,且其贡献率在研究期内由46.98%上升至72.23%,其中,苏-皖组间差异是省际差异的主要来源。据此提出推进长三角城市群构建美丽中国建设先行区的对策建议。A performance assessment system for the construction of a beautiful China is constructed based on the synergistic perspective of pollution reduction and carbon reduction.Based on this,the spatial and temporal characteristics of the performance of the beautiful China construction in the Yangtze River Delta urban agglomeration(YRD)from 2011-2021 are quantitatively analyzed with the super-efficiency SBM model.The spatial difference is further explored by constructing the Dagum Gini coefficient decomposition model.Results show that:(1)The performance of beautiful China construction in YRD shows a fluctuating upward trend during the study period.The distribution of the performance values tends to be concentrated in the highlevel range.(2)The spatial differences in the performance of Beautiful China construction of the YRD are significant,with an overall distribution pattern of high in the east,low in the west,and high in the south and low in the north.Nanjing,Hangzhou,Hefei,Shanghai and other cities in the center of the urban agglomeration showed the greatest improvement in this performance during the study period,while traditional resource cities such as Maanshan and Tongling faced more pressure.(3)Inter-provincial differences are the main reason for the spatial differences in the performance of beautiful China construction within the YRD,and its contribution rate increased from 46.98%to 72.23%during the study period,with inter-group differences between Suzhou and Anhui being the main source of inter-provincial differences.Accordingly,countermeasures are proposed to promote the TRD to build a beautiful China pioneer zone.
