摘 要:为做好新域新质先进技术成果转化,完善评价制度是前提性工作,建立转移转化评价模型是基础。首先,总结了自党的二十大以来,新域新质先进技术成果在推动中国国民经济发展和国防科技工业建设方面的重要性,并就当前如何评价新域新质先进技术成果转移转化状况提出研究评价模型的需求。其次,建立评价模型分析了新域新质先进技术成果转移转化的制约因素,并通过查阅文献、走访专家、开展专项座谈会、问卷调查等方式,从中提取出14个评价指标。再次,运用因子分析方法对先进技术成果转移转化评价指标数据进行信效度分析,并在标准化后获得14个指标的相关系数矩阵,在确定因子个数后对因子进行定量分析,并建立评价模型,而后对模型评价结果进行了分析,包括各评价因子对成果转移转化结果影响的具体分析,得出新域新质先进技术成果的转化环境、先进技术转化成果质量、先进技术成果的研发投入、先进技术成果转化的资源投入以及先进技术成果的发展应用前景等评价因子对成果转移转化的评价影响。最后,基于前期调查和评价模型,给出了先进技术成果转移转化服务的若干条建议,以期为新域新质先进技术推广水平提升提供理论指导,对转化和转移服务工作提供测评工具组合,也可为政策措施制定提供借鉴。To ensure the effective transfer and transformation of cutting-edge technological achievements in newdomain forces,refining the evaluation system is a prerequisite,and constructing a transfer and transformation evaluation model serves as the foundation.Firstly,this paper summarizes the significance of advanced technological achievements in new-domain forces in driving the development of China's national economy and defense science and technology industries since the 20th National Congress of the Communist Party of China.Furthermore,it identifies the need to develop an evaluation model to assess the current status of the transfer and transformation of these advanced technologies.Secondly,the study establishes an evaluation model to analyze the factors constraining the transfer and transformation of advanced technological achievements in new-domain forces.Through literature review,expert consultations,specialized seminars,and questionnaire surveys,14 evaluation indicators are identified.Lastly,the study employs factor analysis to assess the reliability and validity of the evaluation indicator data for the transfer and transformation of advanced technological achievements.After standardizing the data,a correlation coefficient matrix of the 14 indicators is obtained.The number of factors is determined,followed by a quantitative analysis of the factors,culminating in the establishment of the evaluation model.Subsequently,the evaluation results of the model are analyzed,including a detailed examination of how various evaluation factors influence the outcomes of technology transfer and transformation.The analysis identifies key evaluation factors such as the transformation environment for advanced technological achievements in new-domain forces,the quality of advanced technology transformation outcomes,the R&D investment in advanced technological achievements,the resource inputs for their transformation,and the prospects for the development and application of these achievements.Finally,based on the preliminary investiga
