摘　　要：随着人工智能、物联网、区块链、云计算等数字技术的融合发展与广泛应用,基于现实又超脱于现实的数字空间已经成型,在催生新产业新业态新模式的同时引发一系列系统性伦理风险。全面分析数字技术伦理风险的多重样态,从隐私侵犯风险到信息安全风险,从算法偏见风险再到“数字鸿沟”风险,全方位展现数字技术对社会伦理的冲击与挑战,并对其伦理风险的成因进行深入剖析,涵盖技术发展的内在矛盾性与不确定性、个体行为和价值选择的多样性与复杂性、技术规制框架的滞后性与局限性等。为有效化解数字技术的伦理风险,要构建数字技术伦理规范与动态调整机制、强化个人信息保护与数据安全风险防范、推动数字技术包容性增长与促进数字正义实现、深化国际合作与全球数字治理等,旨在探寻技术创新与伦理规范的平衡点,引导技术进步服务于社会发展,确保数字技术在推动社会进步的同时,亦不偏离伦理轨道,以构建一个既充满活力又公平公正的数字社会。With the integrated development and widespread application of digital technologies such as artificial intelligence,the Internet of Things,blockchain,and cloud computing,a digital space that builds upon and extends beyond physical reality has taken shape.While spurring the emergence of new industries,business models,and paradigms,this digital space has also triggered a series of systematic ethical risks.This paper delves into the various ethical risks posed by digital technologies,including privacy invasion,information security,algorithm bias,and the"digital divide",providing a holistic view of the challenges and impacts on social ethics.The analysis encompasses the root causes of these ethical risks,which stem from the inherent contradictions and uncertainties in technological advancement,the diversity and complexity of individual behaviors and value choices,as well as the inadequacy and limitations of current technological regulatory frameworks.To effectively mitigate the ethical risks of digital technologies,it is necessary to establish ethical norms and dynamic adjustment mechanisms for digital technologies,strengthen personal information protection and data security risk prevention,promote inclusive growth of digital technologies and facilitate the realization of digital justice,and deepen international cooperation and global digital governance.The overarching goal is to find the balance between technological innovation and ethical norms,guiding the advancement of digital technologies to positively contribute to societal development without straying from the path of ethical integrity.This approach aims to construct a vibrant and equitable digital society that harnesses the power of digital technologies while upholding the principles of social ethics and ethical governance.
