摘　　要：习近平总书记提出“文化主动”的科学命题,为中国共产党在新时代的文化建设领域掌握历史主动性、筑牢中国特色社会主义文化发展道路根基、拓展文化理论与实践的发展新空间提供了基本遵循。其以马克思主义的历史主动性思想为依据,从三个维度解析何为文化主动,如何把握文化主动的时代命题。其从文化自觉、文化自信、文化创造、文化担当四个方面定位文化主动的理论内核;从建构文明发展新形态,丰富马克思主义文化理论,促进人民群众自由而全面的发展方面探析把握文化主动的时代价值;从推动魂脉与根脉相融通,激发人民群众创造历史合力,捍卫文化领导权,明晰文化发展的历史规律等方面落实掌握文化主动的实践举措。Xi Jinping put forward the scientific proposition of“cultural initiative”,which provides a basic basis for the CPC to grasp the historical initiative in the field of cultural construction in the new era,lay a solid foundation for the development of socialist culture with Chinese characteristics and ex-pand new space for the development of cultural theory and practice.Based on the historical initiative thought of Marxism,this article analyzes what the cultural initiative is and how to grasp the era proposi-tion of cultural initiative from three dimensions,positions the theoretical core of cultural initiative from four aspects:cultural consciousness,cultural confidence,cultural creation and cultural responsibility,explores and grasps the contemporary value of cultural initiative by constructing new forms of civiliza-tion development,enriching the Marxist cultural theory and promoting the free and comprehensive de-velopment of the people,and implements practical measures to take the initiative in cultural develop-ment by promoting the integration of soul and root veins,inspiring people to create historical synergy,defending cultural leadership and clarifying the historical laws of cultural development.
