摘　　要：新中国从站起来、富起来到强起来的历史性飞跃,离不开马克思主义中国化的伟大创新和实践。在不同历史时期,马克思主义中国化持续为中国发展注入了强劲动力。当今世界新一轮的科技革命及产业变革加速演进,科技创新已经成为目前国际实力竞争中的关键要素,进入新时代,我国始终坚持以习近平新时代中国特色社会主义思想为指导,深入实施科教兴国战略、人才强国战略和创新驱动发展战略。虽然当前国内的科技发展态势迅猛,却依然面临核心技术受制于人、自主创新能力不强等令人忧虑的现实问题。而海归科技人才作为新时代的基础研究生力军,无疑肩负着推动原始创新、攻克“卡脖子”技术的重要责任。因此,如何凝聚海归人才共识、激发科创活力是目前高校亟待关注和思考的关键点。本研究通过对国内32所高校海归人才深入调研,旨在剖析高校海归人才在中国式现代化背景下对科技创新这一战略需求的认同现状,折射高校海归人才在新时代科技变革浪潮中的个人看法和科研实践。经过调研,本文认为凝聚科技创新共识既离不开对海归人才群像特征和需求的精准把控,也离不开对国内科研组织模式的顶层设计,政府、高校应联动提升高校海归人才对科技创新的认同感,最大程度释放创新策源活力。China's remarkable progress,from standing up to becoming prosperous and strong,cannot be separated from the great innovation and practice of the Sinicization of Marxism.Over different historical periods,the Sinicization of Marxism has continuously driven China s development.In this new era,the accelerating revolution in scientific and industrial transformation has made scientific innovation a crucial factor in strengthening China's international influence.Guided by Xi Jinping's Thought on Socialism with Chinese characteristics for a New Era,China has implemented national strategies to enhance scientific research,talent development,and innovation.However,despite the rapid advancements in science and technology,China still faces significant challenges,such as dependence on foreign core technologies and insufficient indigenous innovation capacity.From this perspective,returned overseas talents play a critical role in promoting original innovation.The key issue now is how to consolidate the consensus among returned overseas talents to support national breakthroughs in core technologies.This paper,focusing on returned overseas talents in universities,analyzes their recognition within the context of scientific and technological innovation.Through a combination of literature review,surveys,and semi-structured interviews conducted at 32 universities,it finds that shaping the recognition of sci-tech innovation among returned overseas talents requires not only tailored adjustment to meet their needs but also a broader strategic approach to optimize the academic environment and research framework.Such a comprehensive approach can maximize the vitality of innovation.
