摘  要:食物安全是全球性议题,其概念由联合国粮农组织在1974年提出。此后,食物安全概念逐渐从单一的数量安全发展为包含数量安全、结构安全和质量安全在内的、协调的、综合的概念体系。随着中国经济社会的快速发展,国家食物安全治理的观念从传统的“以粮为纲”转变为更全面的“大食物观”。本文系统梳理了粮食安全、食物安全与食品安全三个概念的历史发展脉络,探讨了三个概念之间的互动演进关系。从避免安全形势误判、表征消费升级趋势、接轨国际研究等角度出发,本文认为,用“食物安全”概念逐步替代“粮食安全”是必然趋势。Food security is a global issue.Since its introduction by the Food and Agriculture Organization of the United Nations in 1974,the concept has gradually evolved from a singular focus on quantitative security to a comprehensive system that includes the coordination of quantitative security,structural security and quality security.With the rapid economic and social development in China,the national governance perspective on food security has shifted from the traditional"grain-centered"approach to a more comprehensive"Greater Food Approach."This paper systematically reviews the historical development of the conceptual frameworks of grain security,food security,and food safety,explores the interactive evolutionary relationships among these three concepts.From the perspectives of avoiding misjudgment of security situations,representing the trend of consumption upgrading,and aligning with international research,this paper proposes that gradually replacing the concept of"grain security"with"food security"is an inevitable trend.
