摘　　要：人工智能为数据开发利用带来了全新的价值增量,但随着通用模型和行业垂直应用模型 的进一步发展,跨系统、跨行业、跨主体的大规模数据流动成为必然,一些人工智能模 型甚至试图利用存储消息和电子邮件服务器中的私人数据,数据安全治理体系建设面临 新挑战。保障数据安全是激发AI大模型价值的内在要求,发展越是迅速越要守住安全 底线,如何更好地统筹发展和安全,是发展人工智能过程中必须处理好的核心问题。Datasets,as the primary resource for the development of large models,have become the focus of societal attention.While it's widely recognized that this round of AI wave poses brand new challenges to data sourcing,data governance,data security,etc.,there remains a lack of consensus on how to establish a new management system and cope with possible risks in the future.The authors analyzes in depth the underlying causes for the scarcity of high-quality data resources,hidden data security risks,and other problems in the light of the development of AI large models and the current state of data governance,and puts forward professional recommendations in a targeted manner.
