摘　　要：近年来,日本与北约不断深化伙伴关系,并且将涉华议题纳入合作议程,进一步增加了东亚地区和中国周边环境的不确定性,因此有必要重新审视这一双边关系的发展历程及演进逻辑。日本与北约首次尝试建立制度性联系可追溯至1983年,双方关系演进先后经历了接触失败、安全对话、海外行动合作和双边安全合作四个时期。在此过程中,建立定期磋商机制、共同参与阿富汗重建和签署《国别伙伴合作计划》充当了打破既有关系模式、推动双方升级合作的关键节点。在各关键节点内部,对日本和北约实体与本体性安全造成冲击的情境变化充当容许性条件,双方根据情境理解实现再现吻合进而建构特定合作文化充当生成性条件,二者共同驱动日本—北约关系发展;文化的自我强化趋势进一步将新产生的合作文化巩固为新时期稳定的关系模式。在该机制的作用下,日本—北约关系演进整体呈现为“断续—均衡”的渐进过程。与此同时,利益界定的逻辑偏差和自我再现的内部分歧在观念层面对双方的合作动力产生负面影响,从而制约着日本—北约关系进一步发展。In recent years,Japan and NATO have deepened their partnership,incorporating China-related issues into their cooperative agenda.This development has heightened uncertainty in East Asia and the broader security environment surrounding China,necessitating a reevaluation of the historical trajectory and evolutionary logic of their bilateral relationship.The institutional linkage between Japan and NATO dates back to 1983,and their relationship has evolved through four distinct phases:failed initial contact,security dialogue,cooperation in overseas operations,and bilateral security collaboration.Key milestones in this progression include the establishment of a regular consultation mechanism,joint participation in Afghanistan's reconstruction,and the signing of the Individual Partnership and Cooperation Program(IPCP).These milestones served as turning points that reshaped the relationship and elevated the level of collaboration.Within these critical junctures,contextual changes that impacted the ontological and physical security of both Japan and NATO acted as permissive conditions,while the mutual alignment of interpretations and the construction of a cooperative culture served as generative conditions.Together,these factors propelled the development of Japan-NATO relations.The self-reinforcing nature of these cultural constructs further stabilized the emerging partnership,creating a new equilibrium in each phase.This evolutionary process reveals a"discontinuous-equilibrium"pattern of gradual development.However,divergences in interest definition and inconsistencies within the self-representational logic of both parties have negatively affected the motivational foundation of their cooperation at the ideational level,thereby limiting the potential for further deepening of Japan-NATO relations.
