摘　　要：国省干线公路作为公路交通系统的核心组成,在推进社会经济效益和区域经济建设方面发挥了至关重要的作用。为了提升普通国省干线公路的质量,加强后期的养护工作,文中基于PPP模式,从路面技术状况指数(PQI)、项目产出、项目效果、项目管理和随机评价5个维度构建公路运营期绩效评价体系(HOES),该体系使得政府支出合理化,可全面了解运营状况,提高监管效率。以黑龙江省国省干线公路为例,对2022年运营期公路绩效进行评价,结果为黑龙江省东部地区和西部地区绩效评价符合该体系要求,无需扣费;东部地区PQI为96.89,西部地区PQI为96.96,均低于规定的98,说明东部地区和西部地区的路面维护工作存在一定的欠缺,也是下一步养护改进工作的重点。As the core component of highway transportation system,national and provincial trunk highways have played a crucial role in promoting social and economic benefits and regional economic construction.In order to improve the quality of ordinary national and provincial trunk highways as well as strengthen the maintenance work in the later stage,This paper constructs a highway operation period performance evaluation system(HOES)based on the PPP model from five dimensions of pavement quality index(PQI),project output,project benefits,project management,and random evaluation,which makes the government expenditures rationalized,allows for a comprehensive understanding of the operation status,and improves the regulatory efficiency.Taking Heilongjiang national and provincial trunk lines as an example,the performance evaluation of the highways during their operation period in 2022 was conducted.The results showed that the performance evaluation in the eastern and western regions of Heilongjiang Province met the requirements of the system and no deduction is needed;the PQI in the eastern region is 96.89 and the PQI in the western region is 96.96,both lower than the stipulated 98,which indicates that there are certain deficiencies in the pavement maintenance in the eastern region and the western region and that is the the focus of the next maintenance improvement work.
