摘　　要：高等教育正在经历数字化转型,数据作为核心,对提升高等教育机构的决策与治理效能至关重要。美国高等教育信息技术机构EDUCAUSE发布的《2024年EDUCAUSE地平线行动计划:统一数据模型》,提出高等教育统一数据模型的未来愿景,即高等教育机构应构建道德、公平、包容、可访问和以人为本的数据治理实践,全面支持学生的学习体验。该报告强调了数据治理政策对学生数据主动权的促进作用,并详细规划了一系列跨层级、跨领域的行动方案。通过剖析该报告的愿景目标、实施路径及行动举措,结合当前高等教育数据治理的最佳实践,提出构建数据文化、培养数据人力资源、推进数据实践等具体实施策略,以期为我国高等教育机构提供一套切实可行的指导方案,推动教育质量的提升和教育公平的实现。Higher education is undergoing a profound digital transformation,with data serving as a pivotal element crucial for enhancing decision-making and governance efficiency in higher education institutions.The 2024 EDUCAUSE Horizon Action Plan:Unified Data Models released by EDUCAUSE outlines a future vision for unified data models in higher education,advocating for the establishment of ethical,equitable,inclusive,accessible,and student-centered data governance practices that comprehensively support students’learning experiences.The report underscores the role of data governance policies in empowering students with greater control over their data and outlines a series of cross-level and cross-disciplinary action plans.This study provides an in-depth analysis of the report’s vision,implementation pathways,and action steps.By integrating these insights with current best practices in higher education data governance,the paper proposes specific implementation strategies,including fostering a data culture,developing data-proficient human resources,and advancing data practices,in order to provide a practical and actionable guidance framework for higher education institutions in China,thereby promoting the improvement of educational quality and the achievement of educational equity.
