摘　　要：全球安全倡议作为中国立足全球舞台提出的安全治理理念与思想,为如何更优质地打造绿色“一带一路”能源路线图提供了思路。能源作为“一带一路”的重点领域,在全球安全倡议下呈现出结构韧性强化、环境优质化以及效能高速化几大新的变化与特征。但当前“一带一路”倡议下的能源发展计划也出现了能源供应链断链危机凸显、区域能源安全共识性弱化、与沿线国家能源政策和目标存在分歧等安全困境,能源的转型发展迫在眉睫。要破解当下“一带一路”的能源发展困境,未来需要在全球安全倡议框架下,借助绿色“一带一路”建设,将能源“走出去”与“引进来”相结合,强化新型能源的韧性建构,构建全域化的绿色能源发展格局,实现能源结构的调整与转型,稀释传统能源带来的安全风险,持续推动绿色“一带一路”高质量发展,丰富全球安全倡议的绿色内涵。As a concept and thought of security governance put forward by China on the global stage,the Global Security Initiative provides ideas for how to build a green Belt and Road Initiatives(BRI)energy road map with better quality.As a major field under the BRI,energy has shown several new changes and characteristics under the Global Security Initiative,including strengthening structural resilience,improving environmental quality,and accelerating efficiency.However,the energy development program under BRI has also encountered security dilemmas such as the crisis of energy supply chain disruption,weak consensus on regional energy security,and divergence of energy policies and goals with countries along the route.The transformation and development of energy is imminent.To solve the current energy development dilemma of the BRI,it is necessary to combine energy"going out"with"bringing in"under the framework of the Global Security Initiative with the help of the green BRI construction,to strengthen the structural resilience of the new energy,build a global green energy development pattern,realize the adjustment and transformation of the energy structure,and dilute the security risks brought by the traditional energy.The high-quality development of the green BRI should be promoted continuously,and the green connotation of the Global Security Initiatives should be enriched.
