摘　　要：学术权力作为大学内部的基本权力形态,其规范运行对于营造良好的学术氛围、增强学术共同体的凝聚力、弘扬大学精神具有举足轻重的作用。大学教师学术权力失范主要表现为教学权力失范与科研权力失范两方面。教学权力失范表现为教学内容选定随意化、教学方法选择单一化、教学对象评价私利化;科研权力失范体现为科研项目申报虚假化、研究成果发表关系化、研究经费使用私利化。原因主要在于大学教师责任意识的淡薄和价值观念的迷失,学术评价标准的异化和制约机制的乏力。学术权力的规制应以唤起学术良知为起点,以强化学术责任为纽带,以重塑学术价值观为终点;同时,通过完善学术评价考核制度,加强学术权力的层级制约,健全学术权力的约束机制,实现对学术权力的有效规范。Academic power is a basic form of power within universities and colleges.Its regulated operation has a significant impact on creating a favorable academic atmosphere,enhancing the cohesion of the academic community,and fostering the spirit of the university.University teachers'misconduct in academic power is mainly manifested in two aspects:misconduct of teaching power and misconduct of scientific research power.Misconduct of teaching power is manifested in the arbitrary selection of teaching content,the monotonous selection of teaching methods,the evaluation of teaching objects for self-interest;misconduct of scientific research power is reflected in the false declaration of scientific research projects,the relational publication of research results,and the use of research funds for self-profit.The causes mainly lie in the weak sense of responsibility and the disorientation of values of university teachers,and the alienation of academic evaluation standards and the weak supervision mechanism.The regulation of academic power should start with arousing academic conscience,strengthening academic responsibility as a link,and reshaping academic values as the ultimate goal.At the same time,the institutional regulation of academic power can be realized by refining the academic evaluation and assessment system,strengthening its hierarchical constraints,and improving its monitoring and punishment mechanism.
