摘 要:清洁能源基地是电力系统灵活性的重要供给端。然而,为响应灵活性需求,梯级水电计划执行过程受水流滞时等复杂水力时空联系影响,各时段状态产生大量偏差导致调度风险显著增加。如何在确保水电站群安全运行前提下,准确量化其灵活性是目前亟待解决的挑战。为此,本文构建考虑水流滞时的清洁能源基地梯级水电短期灵活性量化模型及求解方法。纳入滞时偏差累积效应并基于对偶理论对随机约束进行重构并实现高效求解;所提模型可同时获得滞时影响下梯级水电灵活性与灵活性支撑方式;以我国西南6座水库清洁能源基地为实例,进行了灵活性量化及执行的多场景模拟与参数敏感性分析。结果表明:本文方法能够准确量化水流滞时影响下的梯级水电灵活性,保障灵活性供给过程的安全执行,可应用于实际调度工作。Clean energy bases are crucial providers for the flexibility of power systems.However,responding to flexibility demands,the implementation of hierarchical hydropower plans is affected by complex hydraulic spatiotemporal connections such as water flow delays,which lead to significant deviations across different time periods,greatly increasing the risks associated with scheduling.Accurately quantifying the flexibility of hydropower stations while ensuring their safe operation poses a pressing challenge.In this paper,a short-term flexibility quantification model and solution method are developed for hierarchical hydropower in clean energy bases considering water flow delays.The model incorporates the cumulative effects of delay-induced deviations and reconstructs the stochastic constraints based on dual theory for efficient solving.The proposed model simultaneously determines the flexibility and flexibility support modes of hierarchical hydropower under the influence of water flow delays.Using a clean energy base with six reservoirs in Southwest China as a case study,the paper conducts multi-scenario simulations and parameter sensitivity analyses for flexibility quantification and implementation.The results indicate that the proposed method can accurately quantify the flexibility of hierarchical hydropower under the influence of water flow delays,ensuring the safe execution of the flexibility supply process.This method is applicable to actual scheduling work.
