摘 要:人才是新质生产力的关键资源,开展高质量人才工作服务有助于加速形成新质生产力。新时代,以高质量人才工作服务支撑新质生产力发展具有聚焦创新驱动,厚植新质生产力发展的先进底色;优化生产力要素配置,积淀新质生产力发展的深厚动力;助力绿色发展,彰显新质生产力发展的目标导向;促进产业升级,增强新质生产力发展的坚实底气等价值意义。当前,以高质量人才工作服务支撑新质生产力发展,已经有许多成功案例,但也存在供需失衡导致人才匮乏、体制僵化束缚人才引进、人才培养体系尚待完善、激励不足抑制人才创新意愿等现实困境。为此,要以高质量人才工作服务为依托,健全人才资源储备库、完善人才管理机制、以战略需求为导向优化人才培养机制、营造人才发展良好环境,逐步释放新质生产力新红利、激发新质生产力新动能、塑造新质生产力新优势、优化新质生产力新生态。Talent is a crucial resource for the development of New-Quality Productive Forces,and the provision of high-quality talent services is essential for accelerating their formation.In the new era,supporting the growth of high-quality productive forces through skilled talent services holds significant importance:it fosters an innovation-driven environment conducive to the development of advanced productive forces;optimizes the allocation of productive resources,thereby providing the momentum needed for sustainable growth;promotes ecological development in alignment with the goals of high-quality development;and drives industrial upgrading,strengthening the foundation for long-term progress.While there are several successful cases of utilizing high-quality talent services to support the development of New-Quality Productive Forces,remaining challenges include talent shortages due to imbalances in supply and demand,rigid systems that hinder talent acquisition,deficiencies in talent training mechanisms,and a lack of incentives that dampen innovation.To address these issues,it is necessary to enhance the talent pool,refine talent management systems,optimize training mechanisms aligned with strategic needs,and foster a supportive environment for talent development,which will unlock the“new dividends”of New-Quality Productive Forces,stimulate their“new momentum”,create“new advantages”,and optimize the“new ecology”that will sustain long-term development.
