摘  要:Urban park green space effects a critical role in addressing adverse climate and uncertain disasterevents.Thus,it is exceedingly significant for evaluating and analyzing the disaster prevention and resilience abilityof urban parks and for enhancing their disaster prevention function.Using ArcGIS software,the study analyzed thekernel density pertaining to the spatial distribution of park green space in Haigang District,Qinhuangdao City.Theresults indicated that there is a spatial mismatch between park green space resources and population distribution inHaigang District.If Tanghe Park is considered as the research object,the Fuzzy Delphi method and analytic hierarchy process are utilized to construct an evaluation index system,and 13 indexes from three dimensions,namelysafety,accessibility,and infrastructure were evaluated to analyze the problems pertaining to the disaster-preventionresilience design of the park.Subsequently,the following corresponding strategies are proposed:optimizing thehuman-oriented spatial layout and building a nested disaster prevention network system;strengthening the park’smulti-disaster comprehensive defense capability and stabilizing the ecological security function;increasing the safeand effective escape area and enhancing the park’s functional space layout;and replenishing emergency infrastructure resources and establishing dynamic emergency management plans.城市公园绿地在应对极端气候和不确定灾害事件上具有不可替代性作用。评价分析城市公园防灾韧性能力,完善公园防灾功能,对优化和提升城市公园绿地防灾韧性设计具有重要意义。本文运用Arc GIS软件对秦皇岛市海港区公园绿地空间分布进行核密度分析,结果表明:海港区公园绿地资源与人口分布之间存在空间失配现象。进一步以汤河公园为研究对象,运用模糊德尔菲法和层次分析法构建评价指标体系,对公园安全性、可达性和基础设施三大维度13项指标展开评价,探明公园在防灾韧性功能方面存在的问题,并提出提升策略:优化以人为本的空间布局,构建嵌套式防灾网络体系;强化公园多灾害综合防御能力,稳定生态安全功能;增加安全有效的避险面积,完善公园功能空间布局;补齐应急基础设施资源,建立动态应急管理预案。
