摘　　要：提升减刑、假释案件办案质效,应以“三个善于”为统领,坚持从源头入手,对刑罚执行机关的提请和审判机关的审理、裁定活动,进行全流程、嵌入式监督,剔除“形式化”审查存在的弊端。通过对证据材料审查和调查核实,结合原案性质、情节、社会危害程度及财产性判项的履行等,从实体和程序方面规范案件办理,提高监督质效,确保刑罚执行与变更的公平公正。To improve the quality and effectiveness of procuratorial supervision in commutation and parole cases,the“three elements”should be used as the overall leadership,and it should adhere to the wholeprocess and embedded supervision of the submission of criminal penalty enforcement organs and the trial and ruling activities of judicial organs,to eliminate the disadvantages of“formal”review.Through the review and verification of evidence materials,combined with the nature,the degree of social harm,and the performance of property judgments of the original case,the handling of the case is standardized in terms of entities and procedures,so as to improve the quality and efficiency of supervision,and ensure the fairness and justice of the execution and change of penalties.
