摘  要:李觏是北宋中期著名的思想家 ,他从当时的社会现实出发 ,看到了人才问题的重要性 ,对当时社会在人才取用、人才培养等方面存在的弊端进行了深刻的揭露和批判。在吸收中国古代传统人才思想的基础上 ,他论述了“守国在政 ,行政在人”的人才观和以重德、效实为特征的人才标准 ,并提出了兴学设教以培养人才的主张 ,多途并行以选拔人才的建议 ,以及量才制宜以任用人才 ,严格考核。Li Gou was a famous thinker in middle Northern Song. He knew the importance of qualified personnel from the social reality at that time, exposed and criticized the disadvantages in using and training qualified personnel at that time, expounded his outlook on qualified personnel of 'defending the country lying in the policy and carrying out policy lying in people' and the personnel standard with the characteristics of paying attention to moral and practical effects on the basis of absorbing Chinese ancient traditional thought of qualified personnel and put forward the propositions of setting up more schools for teaching to train personnel, selecting personnel in various ways and the rules of using personnel according to their ability, strict check, carrying out the encouragement and punishment in order to manage personnel.
