摘　　要：首先分析了人力资本在社会经济增长中的作用,并指出人力资本是知识经济时代最重要的生产力资源和经济发展的原动力。在此基础上,针对山西省当前在社会经济发展中存在的突出问题进行分析,指出所有这些存在问题的解决,都要依赖于人力资本的优先发展。实行人力资本优先发展战略,已成为山西省社会经济增长的关键。This essay, the author firstly analyzed human captial's effects on the development of social economy, pointing out that it is the most important productive force resources and power resources of economic development in knowledge economy. On this basis, the author analyzed the outstanding problems at present and pointed out the final solution must depend on a strategy that the priority development of the human capital has become the key to the development of Shanxi's social economy.
