摘　　要：坚守人民至上理念,突出民生建设方向的人民性,是习近平关于民生建设重要论述的核心要义。人民至上理念的形成逻辑是理论、历史与现实相互交织、相互影响的产物,肇始于马克思主义人民观的理论指引,赓续于中国共产党百年民生建设的经验升华,发展于新时代社会主要矛盾的现实回应。人民至上理念在习近平关于民生建设的重要论述中具有独特的价值意蕴,主要体现在以提高人民生活品质为基本前提、以实现人的全面发展为根本目标、以维护社会公平正义为不懈追求、为推进世界民生事业贡献中国方案彰显大国担当上。新时代新征程上,民生建设实践应继续秉持人民至上理念,将习近平关于民生建设重要论述中蕴含的深厚人民情怀贯彻到民生建设的各领域和全过程,坚持人民利益至上、人民地位至上、人民权力至上、人民标准至上的价值导向,科学解答民生建设难题,不断满足人民日益增长的美好生活需要,充分发挥民生建设在中国式现代化进程中的基础性支撑作用。“The people-first”is the core value of Xi Jinping’s important expositions on people’s livelihood construction.Its formation logic is the product of the intertwining and mutual influence of theory,history,and reality.It originates from the theoretical guidance of the Marxist view of the people,continues through the experience and sublimation of the Communist Party of China century-long livelihood construction,and develops in response to the principal contradictions of society in the new era.The concept of“the people-first”holds unique value in Xi Jinping’s important expositions on people’s livelihood construction,mainly manifested in enhancing the quality of people’s lives,achieving comprehensive human development,safeguarding social fairness and justice,and contributing a Chinese solution to advancing global livelihood initiatives.On the new journey,the work of people’s livelihood should continue to uphold the value concept of“the people-first”,implement the profound people’s feelings contained in Xi Jinping’s important expositions on people’s livelihood construction in all fields and throughout the whole process of people’s livelihood construction,adhere to the value orientation of the people’s interests first,people’s status first,people’s power first,and people’s standards first,scientifically answer the problems of people’s livelihood construction,constantly meet the people’s growing needs for a better life,and give full play to the fundamental supporting role of people’s livelihood construction in the process of Chinese modernization.
