摘　　要：完善推进高质量共建“一带一路”机制,是推动“一带一路”实现可持续发展的重要方向。在更多领域加强合作,推进“一带一路”机制化建设,既是应对全球战略性新变化的有效途径,也为“一带一路”高质量发展提供制度保障,同时有利于应对当前世界经济增长面临的更大风险和不确定性。过去十余年间,中国与“一带一路”共建国家建立了多层次、多样化的合作体系,未来可将供应链保障机制、数字经济与数字贸易合作机制、重点项目的筛选机制、引导社会资本的激励机制作为优先重点领域。“一带一路”机制化建设是一个长期循序渐进的过程,需要以“人类命运共同体”理念引领多层次主体、多领域交流的机制化建设,创新合作路径;以“共商、共建、共享”原则引领,分领域、分阶段推进,保障机制建设的可行性和制度的有效性;还要坚持机制合作的包容性和多样性,妥善应对以美国为首的西方国家对“一带一路”合作机制的挤压。Improving and promoting a high-quality Belt and Road Initiative(BRI)is an important direction for achieving the BRI sustained progress.Strengthening cooperation in more areas and advancing the institutionali-zation of the BRI is an effective way to respond to new global strategic changes.It also provides institutional guar-antees for the high-quality development of the BRI and helps address the greater risks and uncertainties facing cur-rent global economic growth.In the past decade,China has formed multi-level and diversified cooperation mecha-nisms with countries along the BRI.In the future,priority can be given to the supply chain guarantee mechanism,the digital economy and digital trade cooperation mechanism,the screening mechanism of key projects,and the in-centive mechanism for guiding social capital.The institutionalization of the BRI is a long-term and gradual process that necessitates the concept of a human community with a shared future to steer the institutionalization of multi-lev-el entities and multi-field exchanges and to innovate cooperation paths.It should be guided by the principles of ex-tensive consultation,joint contribution,and shared benefits,advancing in stages and by sector to ensure the feasi-bility and effectiveness of the mechanisms.It is important to maintain the inclusiveness and diversity of mechanism cooperation and properly handle the pressure from Western countries led by the United States on the BRI coopera-tion mechanisms.
