碳减排约束背景下河北省农业全要素生产率测度及收敛性分析

摘  要:河北省作为农业大省,农业全要素生产率的提高和农业低碳绿色转型发展关系到河北省自身的经济体系发展。采用DEA-Malmquist指数法对河北省2013—2020年的农业全要素生产率在有无碳排放约束条件下进行测度,并对农业全要素生产率的收敛性进行测度和分析。结果表明:碳排放会制约农业全要素生产率的增长;技术进步对推动碳排放约束下的农业全要素生产率起主要作用;河北省农业全要素生产率呈现出各地市各自稳定均衡发展的收敛。基于研究结论,提出了促进河北省农业生产发展的政策建议。As a major agricultural province, the improvement of agricultural total factor productivity and the low-carbon and green transformation and development of agriculture are related to the development of Hebei Province's own economic system.The DEA-Malmquist index method was used to measure the agricultural total factor productivity of Hebei Province from 2013 to 2020 with or without carbon emission constraints, and the convergence of agricultural total factor productivity was measured and analyzed.The results show that carbon emissions will restrict the growth of agricultural total factor productivity.Technological progress plays a major role in promoting agricultural total factor productivity under carbon emission constraints.The agricultural total factor productivity of Hebei Province shows the convergence of the stable and balanced development of each city.Based on the conclusions of this study,some policy suggestions are put forward to promote the development of agricultural production in Hebei Province.
