我国行政审批制度改革赋能企业高质量发展的实践经验、现实困境与政策建议——基于对浙江省“最多跑一次”改革的考察

摘　　要：社会公众对提升政务治理效能的现实要求以及先进技术对优化改良政务服务流程的赋能推动了行政审批制度改革。通过梳理浙江省“最多跑一次”改革的实践经验,发现当下行政审批制度改革存在边际收益空间变小、创新压力增大、数据存在风险、“数字鸿沟”显现等问题。地方政府应构建标准化治理体系、实现数字化整体转型、推进规范化数据治理、培育协同化服务思维,确保创新有据可循,推动政务职能重塑,提升信息安全层级,提升数字治理效能,更好地发挥行政审批制度改革赋能企业高质量发展的成效。The practical requirements of the public for improving governance efficiency and the optimization and improvement of government service processes through advanced technology is pushing a reform of administrative approval system.By sorting out the practical experience on“One Visit at Most”reform in Zhejiang Province,it is found that there are some problems in the current reform on administrative approval system,such as the marginal return space becoming smaller,increased pressure for innovation,risks in data,the emergence of digital divide,etc.The local government should build a standardized governance system,achieve overall digital transformation,promote standardized digital governance,foster synergistic service thinking,ensure that innovations are evidence-based,promote the reshaping of government functions,upgrade information security level,enhance digital governance efficiency,so as to better leverage the effectiveness of administrative approval system reform in empowering high-quality development of enterprises.
