省域高等教育分类发展政策变迁的多源流理论分析

摘　　要：基于多源流理论分析框架,回溯我国省域高等教育分类发展政策历程,依据文本分析将省域高等教育分类发展划分为政府强制性、市场模仿性和高校规范性三个阶段,分析各发展阶段存在的问题,提出促进政策变迁的优化对策。研究表明,我国省域高等教育分类发展政策变迁过程中问题源流包括层级固化、高校趋同和创新发展受制等;政治源流中执政理念、压力集团竞争与国民情绪的结构性表达为省域高等教育分类发展的政策形成提供坚实的政治基础;政策源流中方案可行和价值认同完善省域高等教育分类发展的政策原汤。三流交互耦合,推动省域高等教育分类发展的政策变迁。未来各部门应密切关注现实问题,建立扎根省域问题解决政策体系;以顶层设计保障竞争主体创新发展,构建省域高校分类发展创新环境;积极推动方案试行和价值认同,建立科学可行的特色分类评价体系;重视三流耦合和政策执行过程,谨防政策反弹和目标迷失。In the framework of multiple streams theory,the vicissitudes of China's provincial higher education classification and development policies are reviewed,where three developmental stages are divided:stage of institutional regulation;stage of following the market;stage of university normative development.Based on the analysis of the problems in each stage,optimization strategies are proposed to promote policy changes.The problem stream is summarized as hierarchical entrenchment,homogenized universities,and restrained innovation.In the political stream,the structural expression of governance notions,competition among various pressure groups and the mood of the public provides a solid political foundation for the formation of policies for the classified development of provincial higher education.In the policy stream,plan feasibility and value recognition promotes the classified development of provincial higher education.The coupling of the three streams promotes policy changes in the classified development of provincial higher education.In the future,all departments should establish a policy system rooted in provincial problems,guarantee the innovative development of the competition subjects with the top-plane design,actively promote the trial implementation and value recognition of the plan,establish a scientific and feasible characteristic classification and evaluation system,and emphasize the process of policy implementation preventing policy rebound and target loss.
