摘　　要：全面创新是加快实施创新驱动发展战略的内在要求,是推动高质量发展的应有之义,也是塑造发展新动能新优势的必由之路。党的二十届三中全会提出“构建支持全面创新的体制机制”,并从教育综合改革、科技体制改革和人才体制机制改革三个方面进行了整体部署。“全面创新”不仅仅局限于技术创新层面,而是涵盖技术创新、管理创新、组织创新、要素创新、战略创新、市场创新、文化创新、制度创新、社会创新等多方面的综合创新体系。人才是实现全面创新的主要力量,人才创新生态是支持、激励和保障人才进行创新活动的生态系统,直接影响人才创新效果和全面创新效能。构建支持全面创新的体制机制,必然要求大力培育和持续优化人才创新生态,既要完善硬举措,也要建好软环境,坚持“破四唯”和“立新标”相结合,为人才松绑;要遵循科研活动规律和人才成长规律,持续完善人才评价机制,创新评价方式,让人才心无旁骛、潜心钻研;要完善收入分配、成果赋权等激励制度,让更多优秀人才的创新活动得到合理回报、释放创新活力;要加大人才生活服务保障力度,营造鼓励创新、宽容失败的文化环境,为全面创新培育更为优良的生态环境。Comprehensive innovation is an inherent requirement for accelerating the implementation of the innovation-driven development strategy,an essential part of promoting high-quality development,and a key pathway to fostering new drivers and advantages for development.The Third Plenary Session of the 20th Central Committee of the Communist Party of China put forward the task of“constructing institutional mechanisms to support comprehensive innovation”and made overall arrangements from three aspects:comprehensive education reform,reform of the science and technology system,and reform of the talent institutional mechanisms.“Comprehensive innovation”is not limited to the level of technological innovation but encompasses a comprehensive innovation system covering technological innovation,management innovation,organizational innovation,factor innovation,strategic innovation,market innovation,cultural innovation,institutional innovation,social innovation,and other aspects.Talents are the main force in realizing comprehensive innovation,and the talent innovation ecosystem is an ecological system that supports,encourages,and safeguards the innovative activities of talents,directly affecting the innovation results of talents and the effectiveness of comprehensive innovation.To construct institutional mechanisms that support comprehensive innovation,it is inevitably required to vigorously cultivate and continuously optimize the talent innovation ecosystem.It is not only necessary to improve hard measures but also build a good soft environment,adhere to the combination of“breaking the four‘onlys’”(overemphasis on test scores,academic qualifications,papers and titles)and“establishing new standards”to liberate talents from constraints.It is necessary to follow the laws of scientific research activities and the growth laws of talents,continuously improve the talent evaluation mechanism,innovate evaluation methods,so that talents can concentrate wholeheartedly on their research.It is necessary to improve incentiv
