摘　　要：发展新质生产力是推动高质量发展的内在要求和重要着力点,国有企业在新质生产力的形成和发展中发挥了重要作用。作为国民经济的主导力量,国有企业依托功能定位、资源优势、国有经济主导、体制改革、科技创新引领和绿色低碳转型,从加强科技创新、推动产业升级和优化国有资本布局等方面为推动新质生产力的发展奠定基础。立足新发展阶段,应强化国有企业推动新质生产力发展的制度支撑、产业支撑、技术支撑、人才支撑,优化内外部创新环境、建设现代化产业体系、打造原创技术策源地、吸引集聚高层次人才,为推动新质生产力的发展贡献国有企业力量,以新质生产力塑造我国国际竞争新优势和经济发展新动能。Accelerating the establishment of these forces is critical to achieving high-quality economic development,with state-owned enterprises(SOEs)playing a pivotal role.As key drivers of China's market economy,SOEs leverage their functional positioning,resource advantages,dominance in the state-owned economy,institutional reforms,leadership in technological innovation,and commitment to green,low-carbon transformation to lay a foundation for fostering new quality productive forces.They achieve this by advancing scientific and technological innovation,promoting industrial upgrading,and optimizing the allocation of state-owned capital.At this new stage of development,SOEs must enhance institutional,industrial,technological,and talent support to accelerate the growth of new quality productive forces.This involves optimizing both internal and external innovation environments,building a modern industrial system,becoming sources of groundbreaking technologies,and attracting top-tier talent.By driving the development of new quality productive forces,SOEs will help shape China's global competitive advantage and stimulate new momentum for economic growth.
