“一带一路”背景下西部地区高等教育人力资本何以促进经济增长--基于发展新质生产力的视角

摘　　要：通过构建适应于高等教育人力资本与经济增长之间的卢卡斯模型,基于新质生产力的视角,研究共建“一带一路”提出前后二十年西部地区高等教育人力资本对经济增长能力的影响。结果显示,过去二十年,我国西部地区高等教育人力资本与物质资本在新质生产力层面对经济增长的贡献尚有较大提升空间,高等教育人力资本投入与物质资本投入对西部地区经济增长能力产生显著负面影响,且高等教育人力资本产出与经济增长相关性不显著,而且共建“一带一路”前后西部地区人力资本与物质资本和经济增长之间的关系并未发生显著变化。未来西部地区应当重点理解新质生产力的发展内涵,重视合理规划物质资本投入和高等教育人力资本投入对经济长期高质量发展的重要性,大力发展新产业、新经济、新业态,提升西部地区高等教育人力资本对经济增长的贡献能力,以国际化的视角,积极发掘共建“一带一路”背景下的各类发展机会。本研究是卢卡斯模型在我国西部地区相关研究中的创新性尝试,丰富了西部地区教育经济研究的维度以及新质生产力的理论应用场景。By constructing a Lucas model adapted to the relationship between higher education human capital and economic growth,basing on the perspective of new productive force,this essay studies the impact of higher education human capital on the economic growth capacity of the western region in the two decades before and after the Belt and Road Initiative was proposed.The results show that over the past two decades,the contribution of higher education human capital and physical capital to economic growth in the western region of China at the level of new qualitative productivity still enjoys much room for improvement,and the input of higher education human capital and physical capital makes a significant negative impact on the economic growth capacity of the western region,and the correlation between the output of higher education human capital and the economic growth is insignificant,and the Belt and Road Initiative has an insignificant impact on the economic growth capacity.In the future,the western region should focus on understanding the connotation of the development of new productive force,emphasizing on the importance of rational planning of physical capital investment and higher education human capital investment for long-term high-quality economic development,vigorously developing new industries,new economy and new business forms,enhancing the contribution of higher education human capital to economic growth in the western region,and actively exploring the relationship between human capital and economic growth in the western region with the perspective of internationalization.With an internationalized perspective,the region should actively explore various development opportunities under the background of the Belt and Road Initiative.This study is an innovative attempt of the Lucas model in China's western region,which enriches the dimensions of education and economic research in the western region as well as the theoretical application scenario of new productive force.
