摘　　要：文化治理能够通过文化的独特属性,渗透到社会治理的方方面面,发挥无可取代的重要作用。文化治理作为社会治理的重要取向日益受到重视,但人们对文化治理概念的理解仍存在分歧。围绕文化治理的含义和实践路径的争论,其实是对国家治理体系和治理能力现代化命题的回应。文化治理本质上是以人为主体的治理,人是文化治理中的核心主体。而在文化治理的现有实践取向中,恰恰对民众主体性的认知和发挥仍存在不足。要真正实现现代化意义上的文化治理,解决公共管理失灵的问题,不仅需要摆脱传统的文化管理方式,更需要发挥文化参与的作用。促进文化参与,将有助于提升公众在文化治理过程中的积极性,有效促进公共文化资源的匹配,从而提高文化治理水平,为国家治理体系和治理能力现代化作出更大贡献。Cultural governance can permeate all aspects of social governance,playing an irreplaceable and crucial role.As a key dimension of social governance,cultural governance has garnered increasing atten⁃tion in recent years.However,there are still differing interpretations of the concept.The debates surrounding the meaning of cultural governance are,in fact,responses to the broader discussion of modernizing the nation⁃al governance system and enhancing governance capabilities.At its core,cultural governance is people-cen⁃tered,with individuals serving as the primary subjects.Yet,current cultural governance practices still struggle to fully recognize and harness the subjectivity of the people.To truly achieve modern cultural governance,it is essential not only to move beyond traditional management approaches but also to leverage the role of cultural participation.Promoting such participation will boost public engagement,facilitate a more effective allocation of public resources,and ultimately elevate the quality of cultural governance,contributing to the modernization of the national governance system.
