摘 要:科技人才集聚是高技术产业提升竞争力的重要途径。本文基于2011—2021年的省级面板数据,运用熵权法从市场、创新和发展环境三方面构建高技术产业竞争力评价体系,构建基准回归模型和调节效应模型,探究科技人才集聚对高技术产业竞争力的影响。结果表明:科技人才集聚对高技术产业竞争力的影响呈现倒U形特征,其影响存在区域异质性;政府干预能够在科技人才集聚对高技术产业竞争力的影响过程中起到调节作用。根据研究结论得出启示:各地政府应根据产业结构特点因地制宜地完善科技人才引进机制,加大对高技术产业的精准政策支持,加强区域间创新资源的合作与交流,提升高技术产业整体竞争力。The gathering of scientific and technological talents is an important way to enhance the competitiveness of high-tech industries.Based on the provincial panel data from 2011 to 2021,this paper uses the entropy weight method to construct a hightech industry competitiveness evaluation system from three aspects:market,innovation and development environment,and constructs a baseline regression model and a regulatory effect model to explore the impact of the concentration of scientific and technological talents on the competitiveness of high-tech industries.The results show that the influence of talent agglomeration on the competitiveness of high-tech industry presents an inverted U-shaped feature,with regional heterogeneity.Government intervention can play a regulating role in the process of the influence of the concentration of scientific and technological talents on the competitiveness of high-tech industry.According to the research conclusions,it is suggested that local governments should improve the introduction mechanism of scientific and technological talents according to the characteristics of industrial structure,increase the precise policy support for high-tech industries,strengthen the cooperation and exchange of innovation resources between regions,and enhance the overall competitiveness of high-tech industries.
