摘　　要：作为全面深化改革的科学方法论,系统集成指中央和地方各层面推进改革战略的步调一致性、各领域各部门推出改革举措的协同性,包括改革的目标集成、政策集成和效果集成,也包括改革的理论成果、制度成果、实践成果的系统集成。系统集成的核心内涵是强调改革的系统性、整体性、协同性,进一步提升改革的整体谋划、系统布局,使各方面改革相互配合、协同高效。系统集成强调问题导向,其重点是以解决深层次体制机制问题为指向,进一步加强改革举措,打通改革淤点堵点,激发整体效应。系统集成在目标指向上强调突出改革取向的一致性评估,进一步解放和发展社会生产力、激发和增强社会活力。在全面深化改革中更加注重系统集成的最终目的是进一步健全科学完备、有效管用的制度体系,推动中国特色社会主义制度更加完善,为强国建设、民族复兴伟业提供强大动力和制度保障。As a scientific methodology for comprehensively deepening reform,system integration refers to the consistent pace of reform strategies at all levels of central and local governments,the synergistic effect of reform measures across various fields and departments,including the integration of reform goals,policies,and outcomes.It also involves the systematic integra⁃tion of theoretical,institutional,and practical achievements in reform.The core connotation of system integration is to emphasize the systematic,integrated,and synergistic nature of reform,to enhance the overall planning and strategic layout of reform,and to ensure that all aspects of reform work together efficiently and effectively.System integration emphasizes a problem-oriented ap⁃proach,focusing on addressing deep-rooted institutional and mechanistic issues.It aims to strengthen the integration of reform measures,break through reform bottlenecks,and enhance overall effectiveness.System integration emphasizes the consistency of reform orientation with goal orientation,aiming to further liberate and develop social productive forces,and to stimulate and en⁃hance social vitality.The ultimate goal of emphasizing system integration is to further improve a scientifically sound and effective institutional framework,promote the perfection of the socialist system with Chinese characteristics,and provide strong momentum and institutional support for building a strong nation and advancing the great cause of national rejuvenation.
