摘 要:公共价值不仅是公众需求与全社会共同利益的体现,也是公共管理和服务的根本追求。欧盟是全球教育数字化转型的先行者,在转型过程中具有公平性、公益性、参与性与高效化等特征,展现了公共价值核心意蕴。从使命管理、政治管理和运作管理三个维度分析欧盟推进教育数字化转型的行动路径,可以发现:在制定数字教育行动目标中彰显公共价值;在网络化合作发展中催化公共价值;在提升服务供给效能中强化公共价值。欧盟教育数字化转型面向公共价值的关键机制在于,通过目标互融机制聚合共同价值;持续扩张机制增强普惠价值;融合创新机制提升服务价值;开放协调机制强化合作价值;规范运行机制实现伦理价值。Public value reflects the public demand and the common interest of the whole society.It is the fundamental pursuit of public management and service.The EU is a pioneer in education digital-transformation,which embodies the characteristics of fairness,public welfare,participation as well as efficiency,which reflects the profound implication of the public value.The current study analyzes the action path of the EU to promote education digital-transformation from three dimensions:mission management,political management and operation management,based on which the study highlight the public value in setting digital education action goals,catalyze the public value in a networked cooperation situa-tion,and strengthen the public value in service supply efficiency improvement.The key mechanism of the EU education digital-transformation towards public value lies in aggregat-ing common value by goal integration mechanism,enhancing inclusive value by continuous expansion mechanism,improving service value by fusion innovation mechanism,enhancing synergistic value by open coordination mechanism,and realizing ethical value by standard operation mechanism.
